Hold Cleaning for vessels calling Panaji Port after discharging coal at MPT all neighbouring ports
Kindly note that all vessels calling Panaji Port after discharging all hazardous cargo or Coal at Mormugao Port or any other immediate neighbouring ports are required to mandatory proceed to open sea at least 50 nautical miles seawards from the outermost limits of Panaji port for hold cleaning and washing. Masters of vessels are required to notify Panaji Port the last cargo and obtain permission to enter the Port after cleaning of holds is done. Permission for loading will be granted only after Port inspection is carried out to avoid threat of harm to the marine environment. A copy of Ship Cargo Record Book, showing at least last three cargo loading operations, should be attested and submitted to this Port office.
The vessels will be monitored for compliance and any failure to comply with above will result in unnecessary delays and fines/detention.
Loading of Iron Ore Cargo (Permissible Transportable Limts)
The Mercantile Marine Department, Ministry of Shipping has laid the procedure to be followed whenever the cargo of "Iron Ore Fines" is loaded during rains or immediately after the period of wet spell till the cargo has dried out.
In view of above, independent sampling and assessment by a competent organization appointed by the Owner/Charterer for hatch wise moisture content of the cargo loaded on the vessel along with the Transportable Moisture Limits (TML) and its Flow Moisture Point (FMP) accepted by the vessels loaded in Panaji Port may be subsequently submitted to the Mercantile Marine Department along with the confirmation from the Master of the vessel that the vessel has adequate stability for the intended voyage.
The above is brought to the notice of all Masters, Owners, Agents of the vessels for compliance to exercise due caution while loading cargo to ensure their vessel continues to remain within the Transportation limits before the vessels sail out of Port.
Notice to exporters/shippers regarding the payment of royalty.
Instances have come to the notice of the Government about iron ore being exported without the payment of royalty. There are also instances where illegal mining is reported to have been carried out by the parties and ultimately the ore has been exported. The Government is seized of matter and in order to safeguard the revenue as well as prevent the unregulated exploitation of natural reserves, it is necessary to initiate measures to curb therse malpractices
All exporters/shippers are therefore, required to obtain from the Directorate of Mines and Geology an NOC to the effect that royalty stands paid on the quantity to be exported and/or indicated on Bill of Loading, as the case may be, and to submit the same to The Captain of Ports Department, prior to sailing of the vessels and before grant of outward clearance to vessels, which call at Panaji Port in terms of provisions of Section 38, 41, 42 and 43 contained in Chapter IV of Goa, Daman and Diu Port Rules 1983.
Violation of this order would attract penalties/fines on the Exporters/Shippers/Agents in accordance with the rules in force.
